Correct propagation of mod actions

Modertion actions are not beeing federated right now. That includes:

• adding/removing a moderator
• reporting anything

Describe the solution you'd like
add federation to those events

Describe alternatives you've considered
there are none

Actions that definetely need to be investigated/added:

• Pinnin/unpinning of posts via a moderator
• Changing the language of a Post by a moderator
• Marking a post NSFW by a moderator
• Banning/unbanning a user
• Deletion of a post
• Transferring the post to another magazine
