log_reject option to describe which files were not accepted for downloading. #191

for debugging purposes it would be nice to have a means of seeing why messages are rejected.
in a normal deployment this will cause many, many messages, so likely not wanted, but when exploring, it is very comforting.

implemented log_reject configuration option, rather than an on_reject event.
If there is anything other than logging that you want to do, then just use on_message.
