Enable fallback language as default

The fallback language should compulsorily always have to be released first - similar to how the fallback language in the BE is filled first. Otherwise it could be that the fallback language is not set, no value was entered for another language and the text would have to come from the fallback language. Currently, the fallback text is output - but it is not actually released.
