Keyboard focus-able items that are HTML <li> are read as "List item one of two items <name of button> button"

Describe the bug

The Restart Conversation button is read as "List item one of two items Restart conversation button"

I'm not actually sure -- should/can this be fixed via aria-label?

To Reproduce

Steps to reproduce the behavior:

1. Open Emulator
2. Open any bot
3. Press tab until Restart converation button is in focus
4. Note that the when in focus, the narrator says "List item one of two items Restart conversation button"
5. Press tab again
6. Note that Narrator says "Save transcript" for this button

Expected behavior

I think we should remove the "List item one of two" readout by narrator
