Login window only appears on the primary monitor

I had an issue with the GitHub VS plugin which I thought was Github's fault in that when I had VS open on monitor 2 or 3 the login dialog would only appear on the primary monitor. It reappeared this morning, this time in a different app (either VS Code or GitHub for Windows) ... and that screen apparently is from the Git Credential Manager for Windows;

Is there any way for the dialog to appear on the same monitor as the app which spawned it? it can make it difficult to figure out why nothing is working when it's way off to the left on another screen :)
