Enables arm64-windows, arm64-uwp and arm-windows, this is an update to #6525 since I accidentally pushed to my master on that.
gas-preprocessor.pl needs to be updated for ARM64 (armasm64) support.
May need a way to force-update gas-preprocessor.pl though... It looks like vcpkg won't try to upgrade it if it is already downloaded.
