#1142 In multi root mode

All settings except the 2 related to language server can be set at folder level
toolsGopath set at Workspace level will be used for all folders. If none is set at workpsace level, then the one set at any of the folder level will be used
Language server (if enabled) will not be used when folders have different GOPATHs
All commands and features that currently work at workspace level will work at folder level
- Build/lint/vet/test workspace
- Go to symbol in workpsace
