Allow dragging a tab to create a new window

Allow dragging a tab to create a new window.
An example would be like tabs works across windows in chrome and sublime text.

Currently, if I drag a tab outside of the editor window nothing happens. And if I drag a tab to a new editor windows, the tab is duplicated, instead of being moved. That is also unintuitive.
