Unfortunately, when using the JAVA SDK, we get different experiences. Creating a user points to creating a Microsoft account, and not to creating a user in our B2C. Login also asks for Microsoft accounts. We cannot log in with accounts that exist in our AAD-B2C.

To make sure we did all things right, we created the B2C test app as described in https://docs.microsoft.com/en-us/azure/active-directory-b2c/active-directory-b2c-tutorials-desktop-app. Using this app, we can log in and create new users.
