The application to execute does not exist: 'C:\Users\gojan.dotnet\tools.store\dotnet-ef\2.2.4-servicing-10062\dotnet-ef\2.2.4-servicing-10062\tools\netcoreapp2.2\any\dotnet-ef.dll'.

The issue was because I have .NET Core 3 preview installed. uninstalling the current dotnet-ef tool and installing the preview version as suggested here solved the issue.
