As of today (June 20th, 2020), the Global Reader role doesn't allow to connect to the SharePoint Online Admin Center, nor use PowerShell. The documentation is stating otherwise for the Admin Center, and nothing for PowerShell.

Same, for PowerShell read access only on my end. I am able to access the SharePoint admin center with a Global Reader role however, I am not able to use the Connect-SPOService cmdlet.

Hi @veronicageek
Thanks for your feedback. I sent a message to the team about this. We also updated the Global Reader description to include info about SharePoint and PowerShell.
