How do I create a Cognitive Services Contributor Role? No details

When trying to create new instances of Computer Vision, Inbal hit this error “Your Azure account must have a Cognitive Services Contributor role assigned in order for you to agree to the responsible AI terms and create a resource. Contact your administrator to get this role assigned to your account.”

She didn’t know how to correct for or solve this, and the documentation says the same but doesn’t say how to actually assign the role or instruct the developer on where they should go to learn more.
