Display a notification for collaborators when a new local server port is shared #137

Requesting a notification to be displayed for any collaborators when a new local server port is made available for that session.

Thanks Andy! As discussed on Slack, this is an interesting suggestion now that VS Code has a light weight UX for notifications!

@andy-perez We just shipped an update that includes a new VS Live Share explore view. Among other things, this displays the set of shared servers, which allows guests to always see what has been shared with them. This doesn't generate a toast notification, but we hope this experience provides the desired visibility of shared servers, without needing to introduce noise with more notifications.
