Describe the bug
Teams Toolkit Extension Version 5.0.0 fails to provision resource to Azure

To Reproduce
Steps to reproduce the behavior:

1. Create bot from Teams Toolkit Extension
2. Make sure you are logged into Office365 and Azure accounts
3. Click on Lifecycle 'Provision'

Expected behavior
Create resources in Azure

• OS: Windows 10 Pro
• Teams Toolkit Version 5.0.0
• VSCode version: 1.70.0

Teams Toolkit Ext and Teams developer portal fail with Office 365 GCC

@labeyta - Apologies for the delay. We have tested this on the configurations below, and we were able to successfully create the resources on our end:

• Teams Toolkit v5.0.1
• VS Code 1.81.0
• Windows 10 Enterprise Version 22H2

Could you please test this on the latest versions and confirm once?
