Disallow fetchdata.yml workflow to create duplicate PRs #41

Currently, fetchdata.yml looks for changes to open source content every day at midnight and will automatically create a PR. However if the PR is not approved within 24 hours, the workflow will run again and make another PR including the same content. To avoid duplicated PRs and clean up, It would be useful to pause the workflow when a PR made by github-actions is open. Once the PR made by github-actions is closed, the workflow resumes.
