• Config option to check TPS every 30 seconds.
• If the TPS is below the set minimum when an initial check is performer, a secondary check is done 20 seconds later
• If the secondary check is still below the minimum. A restart timer is set.
• The restart timer will check at the end of its timer if the TPS is still below the minimum.
• If the config option to ignore this check is enabled, the server will restart. otherwise it will cancel and broadcast a message.
