This can be implemented using KHR_texture_transform
Sorry, something went wrong.
Looks like Blender's glTF exporter handles texture transforms now: https://docs.blender.org/manual/en/2.80/addons/io_scene_gltf2.html#u-mapping. As such, I am going to close this issue. If there are problems with using this, feel free to open a new issue.
