Non translated CMS pages become unavailable after a first translated page is published

When a locale has at least one page fully translated and published, all the other half-translated or not translated pages become 404.

Example: https://give.mozilla.org/fr/faq/ became 404 after the first page in French got published (homepage)
No translations have been committed yet for the FAQ: https://github.com/mozilla-l10n/mozilla-donate-content/blob/master/locales/fr/mozilla-donate/faq.po
