The Paste functionality in not available for empty input fields or if the text inside is not focused

• Firefox Reality Firefox Reality 6 RC5 (33a031c) build.

[Affected Platforms]:

• Oculus Go - Android 7.1.2
• Oculus Quest - Android 7.1.1
• HTC Vive Focus Plus - Android 7.1.2
• HTC Vive Focus - Android 7.1.2

[Prerequisites]:

• The headset is turned on and the browser is opened.

[Steps to reproduce]:

1. Navigate to a website that has a search bar (eg: https://en.wikipedia.org/wiki/Main_Page).
2. Long click on a text area or a link and copy it.
3. Focus the page search bar.
4. Long click in the focused search bar and observe the behavior.

[Expected results]:

• The "Paste" option is displayed.

[Actual results]:

• The "Paste" option is not displayed except a drag handle.

[Notes]:

• This issue is not reproducible in the Awesomear, the text/link copied can successfully be pasted.

I have verified this issue and it's no longer reproducible with the latest Firefox Reality version 7 RC1 (b772e6d) build. Now, the "Paste" option is displayed.
However, 2 new issues occur when trying to paste content in an empty input field:

1. The "Paste" option is autodismissed, this behavior is documented in issue: [Intermittent] The "Paste" option is autodismissed when trying to paste content in empty input fields #2288
2. The "Select All" option is wrongly displayed, this behavior is documented in issue: [Intermittent] The "Select All" option is wrongly displayed when trying to paste content in empty input fields  #2287

Tested on the Oculus Quest (Android 7.1.1), Oculus Go (Android 7.1.2), HTC Vive Focus Plus (Android 7.1.2) and HTC Vive Focus (Android 7.1.2) devices.
