I have verified this issue with the latest Firefox Reality version 10 RC5 (e84d3c9) installed on the Oculus Go, HTC Vive Focus Plus, Pico Neo2 and Pico G2 4K headsets.
Now, the pop-up exceptions list is saved when updating FxR from V9 to V10, unfortunately when visiting one of the websites in the list the pop-ups are blocked and the websites needs to be re-added to the exceptions list. A video of this behaviour can be found here.
Because of this behaviour I will reopen the issue.

I have verified that this issue is no longer reproducible with the latest Firefox Reality version 10 RC6 (140fb70) installed on the Oculus Go, HTC Vive Focus Plus and Pico G2 4K headsets.
Now, the pop-up exceptions list is saved when updating FxR from V9 to V10 and pop-ups are permitted if they are in the list.
