go-cqhttp版本: v0.9.25-fix3
运行环境: Linux
连接方式: http

bug内容
群禁言上报数据，sub_type字段相关数据，单人和全体未分开

复现方法
已知：
全体禁言和解除 sub_type 字段的值为 ‘lift_ban’
禁言单人时 sub_type 字段的值为 ‘ban’
问题：
对某个单人禁言时 sub_type 字段为 ‘ban’，对其进行解除禁言时 sub_type 字段为 ‘lift_ban’
请问下这里是否设计如此
