长消息分片发送失败以及私聊消息重复上报 #484

环境信息

go-cqhttp版本: v0.9.34
运行环境: linux_amd64
连接方式: 反向WS

bug内容

一段时间后无法收到部分群的消息,，重启可以解决,，一段时间后又会出现。同 v0.9.34运行一段时间后有部分群的消息接收不到 #483
私聊消息会重复上报,，历史再现每隔一段时间，机器人重复收到相同的私聊消息 #352 v0.9.19 go-cqhttp 启动后首次接收到某人的私聊信息仍会包含数条历史消息 #121
对于0.9.34之前的旧版，不存在上述问题，但是有发送失败的问题，即便开启强制分片发送,，也无法完整发送被风控的消息。目前测试仅有iOS版QQ可以看到部分消息内容，内容为长消息的最后一部分，其他客户端均看不到任何回复，具体如下图。
