to deploy the single key script/architecture you can follow https://github.com/Mrwh0/azure-ethsigner-keyvault using your credentials and azure cli and from there modify the eth-signer docker and azure services on the terraform script, priv network, storage for the eth-signer, etc etc

You can try and use a mounted volume (a shared storage or something) for the toml files folder, and then generate a new file during the on-demand key generation process @ItayPodhajcer probably could help more than i atm.
