Let users add requests to projects that they're a part of from request pages #1287

When a user is on a request page they own, they should get the same Project dropdown admins get, and the ability to add that request to any project they are a member of. Would probably also be good to give a text link under that to create a project, and not show the "Edit" button unless they are actually a member of a project.

Language if they have projects: "If you want to create a new project, click here. Or learn more about projects."

Language if they have no projects: "Once you've created a project, you'll be able to add this request to it from here. If you want to create a new project, click here. Or learn more about projects."
