This is going to tamper real bad with server mechanics. I guess its better to leave this to the plugins that implement mobs themselves.

Again, best to leave this to servers. Tampering may mess with other redstone mechanics.

Max Sign in a chunk ?

I don't think signs cause any server-sided lag, I remember them causing massive fps drop with a high quantity several versions back.

An aggressive optimization is good if it causes less or perceivable inconvenience. I don't think knowing users of this plugin reporting issues caused in other plugins due to AggressiveOptz tampering with everything in-between (i.e unperceivable results due to too vague/broad optimization) would be any fun.
I guess an optimization to limit the number of entities ticked at once can be considered, however I can't think of a way to do it reliably.

I think those who think it's breaking the vanilla process will just turn it off. Others who don't think so will leave it on.
