LC-PCC concordance with manifestation place elements

The December update made substantial changes to the structure of the RDA files for manifestation place elements, including new options, splitting of previously existing options into multiple parts, and new IDs for apparently unchanged options. There is no way to know how LC-PCC PS will be affected (in terms of content or conref id) until the changes have been made in LC-PCC PS. Where the BPs reference LC-PCC PS, placeholder equivalents have been inserted where feasible. These will need to be replaced with LC-PCC conrefs in the first 2023 update, along with inserting content for new options.
