Document infrastructure

The Mutopia infrastructure is documented largely in my head.
It would be nice to document the following in case I cannot be contacted in an emergency:

• Domain name
• Web server (ieee.uwaterloo.ca)
• Build server (AWS)
• Version control/bug tracker (github)
• E-mail provider and configuration
• Mailing list provider
• Any mirrors that are still functional

There are many "single man" dependencies/admins, it would be good to reduce these.

Many of these incur costs which are largely met on an ad-hoc basis. It would be good to improve this (separate ticket perhaps).
