During development, we need to be able to run dodgy code, to test it out.

This may be a non-issue, because there's no requirement to run the code-checkers, PHPUnit, etc.

However, there may be a niche case of wanting to publish with build errors into another project.

I just wanted to log this issue in case there's something, or an entire approach, that we've missed.

And so we can close #1181, which has conflated issues.

I think this is a non-issue. But would like you all to give it some consideration.
