Right now, delegators are able to use old delegations from a previous delegation term to collect rewards from a re-activated validator, which should not happen. We can add a validator's onboarding epoch to the validator's data stored on-chain. Then we only recognize delegations whose starting epoch is later than the validator's onboarding epoch.
