As it says on the title, the pathing is using the diagonal T RD-2 x AVE-4, so only one of the OWR-2 lanes is going through.
Additionally, the texture for the incorrect tile is also inconsistent, but that's cosmetic.
Only if is not inconvenient, it might be possible to make all the pathing for this intersection curved, to avoid automatas suddenly turning 90° into the incoming traffic.

After a little bit of digging, I discovered that this piece was an early NAM addition to the game. It's actually shared between road and OWR which might explain the paths. The paths do not reverse like typical OWR pieces, maybe due to the flags or that it is shared with avenue. I might just make another piece so that they can be different between OWR and Road. The tile only appears in RUL1 so not a big deal to change it.
