Bug Description

LIS crashes in some situations when spatial downscaling is turned on due to a roundoff error, which results in a divide-by-zero segmentation fault.

Steps to Replicate

This error is most common at ~4-5 km grid resolution. Running the model configuration in the directory below (without the fix) results in errors:
/discover/nobackup/projects/eis_freshwater/lahmers/RUN/GLOBAL_05km_OL_LSM_MMF_Demo

Thanks @TimLahmers for opening this issue.

This crash can also happen in the 1-km NLDAS-3 domain.
