Use the registry to populate SIPs / AIPs, versus crawling the file system.

📆 April status: On schedule for completion. Awaiting a couple blocked tickets in API / registry.

📆 May status: Delayed due to blocking issue with PDS API updates. Primary functionality completed.

Closing this for now as completed Will revisit later in build as part of #115 to remove workarounds per needed API improvements
