Acceptance criteria:

  1. An API end-point enable to request the check command function which will update a newly released OSTI record from pending to released status (depending on OSTI status). See command usage: https://nasa-pds.github.io/pds-doi-service/usage/index.html#check
  2. This end point is documented on the API server (http://localhost:8080/PDS_APIs/pds_doi_api/0.1/ui/)
