Motivation

...so that I can release a previously drafted DOI and make it available to the public.

Additional Details

In DataCite nomenclature, I believe release == publish.

Acceptance Criteria

Given DOI in a draft state
When I perform The release action
Then I expect The DOI to be published and available online, indicating the DOI has entered the DataCite findable state. Check with url https://api.test.datacite.org/dois/id/{doi}
