New Transformation: Array_3D_Image to FITS

This ticket will involve adding an Array_3D_Image to FITS transformation.

PDS-573 involved doing an Array_2D_Image to FITS transformation, so I would imagine that the implementation to support Array_3D_Image products could be handled in a similar fashion. PDS-573 also references FITS viewers and validators that you could use to verify that the Transform Tool is correctly producing the correct Array_3D_Image FITS output.
