Establish support for the OSGeo Tile Map Service (TMS) protocol in the form of a TMS layer.

Design Goals

The layer must provide simple and flexible construction by adhering to two design principles: (a) allow configuration changes post-construction, and (b) take responsibility for configuring itself from the service capabilities response.

Application defined layer properties (if any) must be defined either as simple mutable class properties, or as an attributes bundle like shapes.
