redesign MTD's convolution code to handle the presence of bad data.

Note that adding support for the vld_thresh option for MTD was requested via MET-Help:https://rt.rap.ucar.edu/rt/Ticket/Display.html?id=94783

Recommend that we consider including this enhancement in met-9.1.

@rgbullock, can you please confirm that this work is actually already done in /usr/local/met-10.0.0/bin/mtd? And if so, close this issue with a message stating that fact.
