Output command to log when separating MET logs from METplus log #374

Currently it is difficult to tell which logs came from which run when writing MET commands to their own log file. When LOG_MET_OUTPUT_TO_METPLUS is false, the command that was just run be output to the MET tool log file with "COMMAND:" before it so it is clear which command created which output.
