Outlier Coding can perform a few more levels of refinements to improve accuracy gain #169

We have established that the vast majority of storage by the Outlier Coding algorithm is spent on the locations of the outliers. Their values cost like 1e-3 or 1e-4 BPP. This observation makes me think, since their locations are already identified, one more level of refinement costs 1 BPP, and that 1 BPP can bring a pretty significant accuracy gain, i.e., storage well spent. It's worth a try.
