There is an implicit assumption that the user is running from jupterhub.ucar.edu:

ncar-jobqueue/ncar_jobqueue/cluster.py

Line 26 in 037f0d0

'casper': 'https://jupyterhub.ucar.edu/dav/user/{USER}/proxy/{port}/status',

Perhaps we should make this more clear in the README and provide instructions for

dask.config.set({'distributed.dashboard.link' : '/proxy/{port}/status'})
