ARAs need to provide a positive score that falls into a minimum / maximum range with higher being better.

As decided in the translator-architecture slack, ARAs MUST produce a score between 0 and 1, with 1 being the best possible result and 0 being the worst possible.

ARAs SHOULD also consider how to calibrate this scores so that 1 is not just the best scoring result in this TRAPI message, but the best possible result that could be returned by this ARA for any question.
