We need to set the admin token on the admin configuration page

The admin jwt token will be used in dataone-indexer to access the private objects' system metadata. It is important to give the operators a place on the admin page to specify where the token files locate.

I propose to add the configuration on the Metacat Properties Configuration page. Since that page is long, we need make this new fields (and other new ones) more highlighted - adding a new sign?
