Modify NEST oracle call price parameters

Modify call price charging parameters

1. Modify USDT and HBTC call price charging parameters;
2. Change the single call charge from 0.001ETH to 0.01ETH;
3. Change the upper limit of the batch call charge from 0.01ETH to 0.1ETH;
4. Change the lower limit of the batch call charge from 0.001ETH to 0.01ETH (equal to a single call charge);
5. Change the unit charge of a price for the batch call from 0.0001ETH to 0.001ETH;

Modify the limit parameters of the activated oracle

1. Activating the oracle machine originally needed to destroy 10000NEST, and now it is modified to need to destroy 0 NEST;

2. It was originally required to wait 1 day to activate the oracle, but now it is modified to need to wait 0 days;

The activated oracle limit parameters will be restored in NESTV3.5, after the downstream DeFi call is stable

修改调用价格收费参数

1. 修改USDT、HBTC调用价格收费参数；
2. 单次调用0.001ETH修改为0.01ETH；
3. 批量调用收费上限0.01ETH修改为0.1ETH；
4. 批量调用收费下限0.001ETH修改为0.01ETH（等于单次调用收费）；
5. 批量调用每个价格收费0.0001ETH修改为0.001ETH；

修改激活预言机限制参数

1. 激活预言机需要销毁10000NEST修改为需要销毁0NEST；

2. 激活预言机需要等待1天修改为需要等待0天；

激活预言机限制参数将在NESTV3.5，下游DeFi调用稳定后恢复
