Removal of CORE_BUILT and BUILD_NCEPLIBS entries in CMake build system #331

The GSI CMake build system requires libraries to be loaded from a modulefile, not being built from libsrc or library source code on the machine and building libraries from that. The CORE_BUILT and BUILD_NCEPLIBS (where NCEPLIBS are BACIO, BUFR, CRTM, etc.) are no longer required in the GSI CMake build system and will be removed.

This work will be done in my fork in the feature/CORE_BUILT-cmake-cleanup branch.

This work will be preempted by work in PR #327, so I will close this issue.
