normalization functions should raise exception when frequency can't be inferred #79

normalization.normalize_with_pvwatts() and normalization.normalize_with_sapm() fail with a cryptic error when the their first arguments have no frequency attribute and it can't be inferred. This condition ought to raise a helpful ValueError.
