Is your feature request related to a problem? Please describe.
To avoid making current the nightly build relying on arm build process,
we did not update build and deploy scripts to include arm build for now (23.10). And at least in 23.10 we would have a separate workflow to build and test against arm arch.

Create this ticket to track when we decide to start releasing arm-based artifacts from some specific version (23.12 or future releases)

More TODOs:

  1. Deploy nightly arm JNI artifacts to sonatype for public usage
  2. Add instructions in contributing.md

#9135 constantly appears in the arm64 test.

We would keep deploying artifacts after building but I have temply disabled testing in arm build.
