Added a proper template for issues and PR

Adding a proper template for issues and Pull Request makes it easy for you to get the information about the issue and the PR that the Contributor has raised

I can make the issues template like this

And the PR template like this

this template of PR contains the section of pull requests so that you can easily see the changes made by the contributor also this template of PR will be containing a preview link to the website of the code changed by the contributor

So, please assign me this issue under GSSOC'23 so, that I can start working on this issue
