Misc. Info.: base_maintenance.php is making the decisions based on cookies, which BASEcli does not use.

Expected Behavior: BASEcli allows admin info & functionality when admin user is authenticated.
Current Behavior: Info & admin functionality are not allowed on BASEcli, even when admin user is authenticated.
