这个特性解决了什么问题？

多页面配置 history 模式，dev 环境下 devServer 需配置 historyApiFallback，指向对应的 html，目前的状态是配置后不生效，发现源码中有配置 { from: /./, to: publicPath }，导致 merge 到后边的配置均失效，是否有相关解决办法？
感觉应该在 merge 后，再配置 { from: /./, to: publicPath }

这个 API 长什么样？

期望 historyApiFallback 配置生效
