Maybe implement a watered down of this: http://glipssvgeditor.sourceforge.net/ ?

We'd need to rewrite the GUI, but it looks like it has all we need. It seem (at least at first sight) to also be pretty easy to embed inside a NetLogo plugin, so we could reuse some of our work for a NetLogo shape editor.
